44/366: heavy handed

Power boxes offer great flat surfaces for street artists. Plus they tend to be hidden from plain view, which provides the kind of cover one needs to ply this vagabond craft. Though it is faded (I think it is distressed on purpose by the artist), I was intrigued by the use of the classic photostrip, and its conversion to a sticker format.

Are they smoking a cigarette in the bottom panel? Or is one of them flipping a bird? Or is it something else entirely?

I see the thumb and the first two fingers raised, so I don't think it's flipping the bird. I can't tell if there is smoking, or if it is just some loose form of a peace sign.
